Komisja Wspólnot Europejskich, nazywana dalej
„Komisjà”, wyst´pujàca w imieniu oraz na rzecz
Wspólnoty Europejskiej, nazywanej dalej „Wspólno-
tà”, z jednej strony, oraz
The Commission of the European Communities,
hereinafter referred to as ”the Commission”, acting for
and on behalf of the European Community, hereinafter
referred to as ”the Community” of the one part, and
Rzàd Rzeczypospolitej Polskiej, wyst´pujàcy
w imieniu oraz na rzecz Rzeczypospolitej Polskiej, nazy-
wanej dalej „Rzeczàpospolità Polskà”, z drugiej strony,

referred to as ”the Republic of Poland” of the other part,
nazywane dalej ∏àcznie „Umawiajàcymi si´ Stro-
nami”,
and together jointly referred to as ”the Contracting
Parties”,
zwa˝ywszy, ˝e:
Whereas
1. Specjalny Przedakcesyjny Program na rzecz rolnic-
twa i Rozwoju Obszarów Wiejskich (nazywany da-
lej „SAPARD”), zapewniajàcy udzia∏ finansowy
Wspólnoty, zosta∏ ustanowiony na mocy rozporzà-
dzenia Rady (WE) nr 1268/1999 z dnia 21 czerwca
1999 r. w sprawie wsparcia Wspólnoty dla przed-
akcesyjnych Êrodków dzia∏ania na rzecz rolnictwa
oraz rozwoju wsi w kandydujàcych krajach Êrodko-
wej i wschodniej Europy w okresie przedakcesyj-
nym

(1) A Special Pre-Accession Programme for
Agriculture and Rural Development (hereinafter
referred to as ”SAPARD”) providing for a
Community financial contribution has been
established by Council Regulation (EC) No.
1268/1999 on Community support for pre–acce-
ssion measures for agriculture and rural
development in the applicant countries of central
and eastern Europe in the pre–accession period;

2. Plan przed∏o˝ony przez Polsk´ zosta∏ zatwierdzony
jako Program Rozwoju Rolnictwa i Obszarów Wiej-
skich decyzjà przyj´tà zgodnie z artyku∏em 4 ust´p
5 rozporzàdzenia (WE) nr 1268/1999 w dniu 18 paê-
dziernika 2000 r.;
(2) The plan submitted by the Republic of Poland was
approved as an Agriculture and Rural
Development Programme by a Decision taken in
accordance with Article 4 (5) of Regulation (EC)
No. 1268/1999 on 18 October 2000;
3. Wieloletnia Umowa Finansowa pomi´dzy Komisjà
a Rzeczàpospolità Polskà zosta∏a podpisana i prze-
widuje w artykule 2 okreÊlenie finansowego zobo-
wiàzania Wspólnoty w Rocznej Umowie Finanso-
wej. Nale˝y okreÊliç na rok 2000 maksymalne zo-
bowiàzanie finansowe Wspólnoty wobec Rzeczy-
pospolitej Polskiej oraz okres wa˝noÊci tego zobo-
wiàzania;
(3) The Multi-Annual Financing Agreement between
the Community and the Republic of Poland has been
signed and provides in Article 2 that the financial
commitment of the Community shall be set out in
Annual Financing Agreements. It is appropriate to
set out for the year 2000, the maximum Community
financial commitment for the Republic of Poland
and the period of validity of that commitment;
4. Konieczne jest okreÊlenie finansowego zobowiàza-
nia Wspólnoty na realizacj´ Programu Rozwoju

”the Programme”), in the Republic of Poland;

This Agreement sets out the Community financial
commitment for the Republic of Poland for the year
2000.

Zobowiàzanie
Commitment
Finansowy wk∏ad Wspólnoty w roku 2000 ograni-
cza si´ do 171570075 euro. Zobowiàzanie to jest wa˝-
ne wy∏àcznie w odniesieniu do realizacji Programu
zgodnie z Wieloletnià Umowà Finansowà zawartà po-
mi´dzy Wspólnotà a Rzeczàpospolità Polskà.
The financial contribution of the Community for
the year 2000 is limited to 171.570.075
=
. This
commitment is valid only for execution of the
Programme in conformity with the Multi-annual
Financing Agreement between the Community and
the Republic of Poland.

Okres zobowiàzania
Period of commitment
Komisja automatycznie wycofa si´ z jakiejkolwiek
cz´Êci zobowiàzania, które nie zosta∏o uregulowane
p∏atnoÊcià na rachunek lub w odniesieniu do którego
nie otrzyma∏a akceptowalnego wniosku o p∏atnoÊç
najpóêniej do 31 grudnia 2002 r.
The Commission shall automatically decommit
any part of the commitment which has not been
settled by the payment on account or for which it has
not received an acceptable payment application, by
31 December 2002 at the latest.

WejÊcie w ˝ycie
Entry into force
Niniejsza umowa wchodzi w ˝ycie w dniu wzajem-
nego powiadomienia si´ przez obydwie Umawiajàce
si´ Strony o zakoƒczeniu wszystkich formalnoÊci ko-
niecznych dla jej zawarcia.
This Agreement shall enter into force on the date
when both Contracting Parties have notified each
other of the completion of all necessary formalities for
its conclusion.

Podpisanie
Signature
Niniejsza umowa zostanie sporzàdzona w dwóch
egzemplarzach w j´zyku angielskim oraz w j´zyku pol-
skim, przy czym jedynie tekst w j´zyku angielskim jest
autentyczny.
This Agreement shall be drawn up in duplicate in
English and in Polish, only the English text being
authentic.
Sporzàdzono w Brukseli w dniu dwudziestym dzie-
wiàtym marca w roku dwutysi´cznym pierwszym.
Done at Brussels, this twenty-ninth day of March in
the year two thousand and one.
